An officer of the 1992 Batch of the Indian Police Service, borne on the Assam-Meghalaya Cadre, Harmeet Singh is currently Commissioner of Police, Guwahati as well as Addl. DGP, Border, Assam. He also heads ‘Nagarik Mitra’, the Assam Police Smart Social Media Centre and is the state Nodal Officer for ICJS & CCTNS.
Singh joined the Indian Police Service in 1992 and spent the formative years of his career in Assam till 1998, serving as ASP, Mangaldoi; SDPO, Bokakhat; ADC to the Governor of Assam and Superintendent of Police, Nagaon.
From 1998 to 2017, Singh was with the Government of India, serving in various capacities that saw him posted at different places, including Delhi, Gangtok in Sikkim, Moscow in Russia and Srinagar in J&K.
Singh has specialised in Conflict Resolution, Counter Terrorism, Counter Radicalisation, Cyber Security & Infrastructure, Security & Safety Administration, Mega Event Management, Disaster/Pandemic Relief and developing Communication/Citizen Centric Interfaces.
He is a highly decorated officer having received the Police Medal for Gallantry, the President’s Police Medal for Distinguished Service, the Indian Police Medal for Meritorious Service, the Ati Utkrisht Seva Padak, the Antrik Seva Suraksha Padak, the Kathin Seva (Special Duty) Medal, Police Antrik Suraksha Seva Padak for North East (NE) Region, Chief Minister’s Special Service Medal for Outstanding Service in a Crisis Situation, Assam State Disaster Response Medal, DGP J&K’s Commendation Disc (Gold), DGP Assam’s Commendation Disc, among others and multiple other Commendations.
Harmeet Singh is an unsung hero who has made a remarkable contribution towards Social Sector Policing. It was Singh’s idea to create the Assam Police Social Media Centre through which he has massively enhanced the public-police communication. His youth-friendly and witty social media posters have found recognition from all around the country.
His empathy and sensitivity are reflected by the fact that he has conceptualized the Assam Police Sishu Mitra Programme, the largest Child-friendly Policing Programme in India. Through this programme, Singh continuously works to enhance the capacities, skills and attitudes of Police Officers to deal efficiently with all child-related cases. He takes a personal interest in ensuring that child-related cases are being handled sensitively and in a timely manner so that every child can have a sense of justice, and belief in the policing system. This leadership has indeed resulted in positive trends in case disposal and child-friendly handling of child-related cases across Assam.
An honest Police Officer with an unblemished career record, Singh is approachable and is always ready to help children and vulnerable citizens who reach out to him, here in Assam. In a Police Force that prioritizes law and order, Singh has a special concern for children who are often from marginalized communities, a trait seldom seen in senior Police Officials. Free from pride and ego, Singh is loved by everyone in Assam for his friendly and helpful nature.
